(Source) Another piece of bad news following the lawsuit between NCsoft and En Masse Entertainment, all Asian IPs will be blocked from the official North American servers. Yes, it means that even English-speaking nations such as my country will be blocked. Why does En Masse sees all Asian countries as hackers’ haven? Ain’t there hacking contests held in the Western world as well? I was actually going to get the game since the launch falls on my birthday, but I guess it is a good thing now. Asian players, time to look for another game!
To keep the quality of service high for players within North America we have decided to disable IP addresses from which fraudulent traffic originates. We encourage players in these regions to participate on servers specifically designated for their area.
En Masse will block IPs based on region. Asia, Africa, Russia, and the Middle East are included on the block list. While we appreciate that there are players in these regions who would enjoy playing on En Masse servers, it’s unfortunate that the vast majority of Internet traffic we see from these regions are from cyber-criminals relating to account theft, gold-farming and other hacking behavior.
Services that promise to improve your ping and decrease lag may sound promising, but they are frequently used by hackers and criminals who want to remain anonymous. Although we do not block them by default, a proxy or server host will be blocked if it becomes a popular tool for criminal behavior.
En Masse has a license to operate TERA game servers in North America. This means that if you are in North America, South America, Europe (excluding Russia), and Oceania (Australia, New Zealand, Micronesia, Melanesia, and Polynesia) you can play on En Masse Servers.

anyway I will just stick with frogster's tera, I don't understand korean nor japanese so I'm not going to be bothered with both servers.
Hackers exist wherever there are computers. Since before the Internet age. They're not inherently bad and they could be from anywhere. There seems to be more hackers in Asia because there are more people in Asia than the rest of the world. It's absurd to ban us all because a tiny minority of our population are hackers.

Vast majority related to account theft, gold-farming and hacking behavior? How could they possibly know this when the game's not even out yet? Stereotype much? En Masse, if you don't have the licensing rights to publish TERA in Asia then just say you don't have the licensing rights to publish TERA in Asia. We'll understand. Don't paint it like you can't have us on your servers because we're some sort of "cyber-criminals". It's very, very offending.
Asia does the same stuff to other countries. A lot of games are localized in Asia also. En masse its doing nothing that hasn't be done before.
Someone should be educated that Asia does not only include China, Korea and Japan.

by blocking asian, I finally understand tera not smart enough to block the cheat. I finally understand the issue you can just take the idea of NCSoft may be true @. @. you stupid. you think cheat all come from asia? asian do not worry, We have guild war 2, SevenCore, RaiderZ, C9.

Wait what? Tera is out in Korea and Japan, I'm not sure if I actually get this article. If you sit in an Asian country, why would you bother playin on the American servers anyway? When there are korean and japanese servers.
For the Russians and the mid east, you might still be able to enter the EU servers since that is Frogster and not En Masse.

Just joking,although i am Brazilian,nah,brazilans usually hacks easy sidescroller games,like grand chase,hacking something like tera is too complicated for majority,not to talk gold farming,ppl here don't do that.
Anyways,i'm glad south america wasn't blocked,now i'm definetly pre ording the CE edition,if worth it.
en masse is sucks someday they down their server because of asian ip block @Karnex the Brazilians and russian is the hacker not the asian
I take it as a compliment, there are more hackers in Asian regions than the western means Asians are in general more intelligent
check out frogster's version of tera, they do not have ip-block. and from my experience european players are more friendly and polite than NA players.
another thing I don't get it. do africans even play computer games? LOL how come they block russia? xD russian not european? o_O

what about australia? anyways you guys still can play on eu server unless they ip block as well. personally I prefer eu server.
